Moira Shire Council is planning for the future—and we want you to be part of it.

Building Our Moira: Your Shire, Your Say invites all residents, businesses, and community groups to help shape five key strategic plans that will guide how we fund services, build infrastructure, manage assets, and ensure a sustainable, thriving community for years to come.

The five plans—Council Plan, Asset Plan, Budget, Financial Plan, and Revenue and Rating Plan—each play a vital role in setting priorities, making responsible financial decisions, and delivering the services and facilities that matter most to you. Together, they form a long-term roadmap for our Shire’s future.

Community input is essential to ensure these plans reflect the real needs, values, and aspirations of our people. Through open conversations, clear information, and accessible engagement opportunities, we are committed to working together to create a stronger, more resilient Moira Shire.

Building Our Moira is the next step in turning our community's long-term aspirations, captured in MoiraVision2045, into action.

While MoiraVision sets out the big-picture hopes for our Shire's future, these five strategic plans focus on the practical decisions we need to make today - how we allocate resources, fund services, and build infrastructure to help achieve that vision.

Your involvement ensures we stay true to the goals our community has set.

Here's how the community had their say on the five strategic plans:

  • By completing a short feedback form linked to each plan.
  • Option to email feedback to info@moira.vic.gov.au
  • Calling Customer Experience team on (03) 5871 9222 to share ideas or get further assistance.

Throughout May council staff hhosted pop-up sessions across the Shire.
The full schedule was posted on the web page with notifications in local papers, Council's social media channels, and newsletters.

The pop-up sessions provided opportunity to learn more about the plans, ask questions, and provide feedback in person.

Residents and community groups were invited to present their feedback at a Submission Hearing on Wednesday 4 June 2025. This was a great opportunity for the community to share their thoughts in person and help shape Council's next steps

Moira Shire Council has adopted five key strategic documents that will guide the Shire's growth, development and financial sustainability over the coming years.

Following extensive community consultation through the "Building Our Moira: Your Shire, Your Say" campaign in May, Council adopted its Council Plan 2025-29, Budget 2025/26, Revenue and Rating Plan 2025-29, Financial Plan 2025-35, and Asset Plan 2025-35.

The strategies are available to read on Council's website.
